Minutes of the Board of Finance meeting held on Tuesday, February 26, 2008 at 7:00 p.m. at Christ the King Church Parish Center.

Mr. Russell called the meeting to order at 7:05~p.m.~


Beach Associations

The Federation of Beaches has requested $12,000 for late night security.  The Old Lyme Beach Associations budgets were discussed.

Mr. VanEsse stated there are approximately 262 homes in Miami Beach Association, 70% are seasonal and generate over $1,000,000 in tax dollars.  Upcoming issues include security, beach cleaning and the Swan Brook water flow situation.  Summer security cost approximately $18,000 and road paving of ¼ mile cost $51,000.
Mr. Graml stated that Old Lyme Shores has been receiving the same appropriation for ten years.  There are 193 homes within their association and the major expenses include beach cleaning, security and insurance.  Approximately $31,000 was spent on security, and beach cleaning is paid on an hourly basis.

Mr. Russell stated that the total beach budget has increased to $148,000 including the $12,000 increase for the federation of beaches security issues.  This increase represents approximately a 33% increase.   Mr. Woolley said that coordination with the local police and beach security is crucial in managing the security issues that the beaches encounter.

Beach Association budget requests were as follows, however, no action was taken.

White Sand Beach                $27,500, an $11,000 increase for beach maintenance, lifeguards, security staff and additional liability insurance.   
Rogers Lake West Shores $10,000, an increase of $4,900 for general maintenance
Hawks Nest Beach                $ 3,100  
Miami Beach                     $20,000



45 Other Public Safety

45-390 Animal Control

Mr. Garvin highlighted the Animal Control budget.  Increases were in the area of building and vehicle fuel, and projected increase in general animal care.

A motion was made by Mr. Garvin seconded by Mr. Kerr to approve $15,510, minus salaries.  Motion carried.  


45-380 Emergency Management

Mr. Garvin highlighted the Emergency Management budget, which included increases in Education and training is for additional course work.  


Minutes of February 12, 2008

Minutes of February 12, 2008 were reviewed.  Steve Ross, representing Lyme Art Association, was missing under Guests.   It was noted that Mr. Woolley seconded the motion to have Ms. Read vote of Mr. Diebolt in his absence.  The Police recruitment bonus motion was made by Mr. Woolley, seconded by Mrs. Sturges, which was omitted in the minutes.


There being no further corrections noted, a motion was made by Mr. Woolley, seconded by Mr. Kerr to pass the minutes as written.

Mr. Russell stated that the Old Lyme Affordable Housing budget request of $2,000 was deferred until additional paperwork is submitted.  Mrs. Sturges said that she and Ms. Read met with Mr. Reynolds to discuss the future of Old Lyme Affordable Housing.  Mr. Reynolds would like to retire from the Affordable Housing board due to family health issues.  He stated that there is an outstanding printing invoice for $603 that was never reimbursed back to their organization.  Mrs. Sturges stated that the printing invoice bill should be reimbursed back as soon as possible. Discussion ensued on having Affordable Housing utilize free services such as Lymeline, the Town’s newsletter and website rather than the expense of mailings to solicit donations and members.

A motion was made by Mr. Kerr, seconded by Mr. Garvin and passed unanimously to approve $500 for Old Lyme Affordable Housing.  It was decided that should an opportunity arise and additional funds be needed, they can come back to the Board of Finance for review.  Motion carried.


Salary Sheet

Mr. Devoe outlined increases in various salaries and positions.  It was discussed that proposed full-time positions get re-evaluated after one year.   The Public Works foreman position should be eliminated.  It was noted that consultant Bill Swords should be consulted on the upcoming position changes.



Mr. Russell reminded the Board that there is a meeting Wednesday, February 27th between the Board of Education, Finance and Selectmen at the Lyme Old Lyme Middle School cafeteria.  Attendance is stressed.

Budgets for discussion next week include Public Works, Sanitation, and Health Agencies.

A motion was made by Mr. Kerr, seconded by Mr. Diebolt to adjourn the meeting at   9:20 pm.  Motion carried.
